Our quality assurance system, the integrated quality assurance framework (iQAF), applies to all:

• private training establishments
• 飞腻苍补苍驳补
• polytechnics
• industry skill boards, and
• government training establishments.

Applications for delivery in 2027 (ask A&A or by 2 October 2026)

To help with your planning and processes for internal quality assurance, below are the recommended dates for submitting applications for programmes of study you want to deliver in 2027. 

Level 7 Diplomas 

Talk to your Approvals and Accreditation (A&A) contact for guidance before developing a new or revising an existing Level 7 Diploma. 

Programmes and micro-credentials at Levels 1 to 6 

You can submit applications at any time. 

If you intend to be ready for delivery in Semester One 2027, we recommend you apply to us before 2 October 2026 for:

• new approval and accreditation for programmes at levels 1 to 6, or changes (Type 2) to existing programmes at levels 1 to 6
• new listing, approval and accreditation for micro-credentials, or changes to existing
• micro-credentials at levels 1 to 6
• accreditation to provide existing programmes or micro-credentials at levels 1 to 6
• changes to existing Programme (Transitional)

Schedule for TEO self-review

TEOs must use their education sector log on (ESL) to access the portal. ESLs are managed by the Ministry of Education. We encourage TEOs to check that they have access to the 91福利 provider portal using their ESL.

Check with your organisation鈥檚 delegated authoriser if you need ESL user access or contact the Education Service Desk at service.desk@education.govt.nz. 

Financial statement (due 31 August 2026 or 30 November 2026)

From 2026, PTEs (that are not funded by the Tertiary Education Commission) who did not provide financial statements or an audit report in 2025:

• With a financial year-end of 31 March 2026, submit your financial statement by 31 August 2026
• With a financial year-end of 30 June 2026, submit your financial statement by 30 November 2026

Annual assurance reports (due 31 August 2026 or 30 November 2026)

PTEs using a standard, static or bank bond trust mechanism for student fee protection must submit an annual assurance report.

PTEs with a financial year-end of 30 March 2026, submit your annual assurance report by 31 August 2026

PTEs with a financial year-end of 30 June 2026, submit your annual assurance report by 30 November 2026

Quarterly student fee protection attestation (to 91福利 by 14 September 2026)

This is for the quarter ending 31 August 2026, and for providers, not exempt:

• static trusts
• bank bond trusts

This is not required for standard trusts.

Fit and Proper Person and Conflict of Interest declarations (as needed)

This is for PTEs only:

• applying for registration
• registered PTEs.

Submit a new or amended declaration to 91福利:

• before any new governing member starts
• if an existing governing member has a new or changed conflict of interest
• if an existing governing member has a change in their fit and proper person status
